COLORADO VOTER PORTAL IS VULNERABLE TO HACK

A weak authentication system leaves Colorado voter addresses and party affiliations at risk of being altered by hackers.

The Colorado voter information portal is an online application to check and modify the information of a registered voter in the state. To access the portal, voters or hackers need to provide their last name, first name, zip registered address and date of birth. This information can be found via open source methods. The Colorado voter database is available from legal open sources, hacking forums and the dark web. Once inside the portal it is possible to modify the voter’s information. To do this you only have to enter the correct Colorado driver’s license or the last four digits of their SSN. This information can be obtained from multiple sources. Departments of Motor Vehicles (DMV) are selling driver's license data to private investigators and other third parties. Social Security Numbers (SSN) lists are also sold on the dark web illegally.

COLORADO VOTING SOFTWARE IS MODIFIED AND NOT CERTIFIED

It is essential that all software is certified correctly by the Election Assistance Commission.

Colorado currently deploy voting equipment ClearVote 1.4.1 of ClearBallot and Democracy Suite release 5.11 of Dominion. Democracy Suite is used in 62 counties and ClearVote in 2 counties. Democracy Suite 5.11 is a modified version of the EAC certified software Democracy Suite 5.0 and Democracy Suite 5.5. According to a test completed by an independent laboratory ProV&V, Democracy Suite 5.11, meets Colorado's specific applicable system requirements and meets the applicable requirements of FEC 2002 VSS.

Also, Democracy Suite 5.11 is using Windows 10, but they do not specify the version, and many of them, reached their end-of-life. According to the software and version list, they are using the database “Microsoft SQL Server 2016” and it reached EOL in January 2018. The software version list is imprecise, specific versions and service packs should be included as standard.

SECRETARY OF STATE GRISWOLD SNEAKED IN VOTER MACHINE AMENDMENT TO ELECTION RULES

The introduction of minor changes to voter machine without testing leave the system open to abuse.

Griswold held a virtual hearing in July 2020 to permanently adopt election rules that were introduced in February because of COVID-19. The bulk of these rules address the closing of voting services and polling centers in case of an emergency. One special amendment changed the meaning of “De Minimus Change” to mean that minor voting system hardware changes will not require additional testing. A slight change to the hardware of a machine is subjective to who wants to make the change.

BALLOT HARVESTING IS LEGAL IN COLORADO

Ballot harvesting is open to abuse.

Third -party volunteers are allowed to collect up to 10 ballots from any eligible voter and cast them for them. Previous concerns were running high in 2014 over door-to-door campaign workers asking voters for their mail-in ballots, such practice is ripe for abuse.
