Mail-in-ballots are problematic from a chain of custody standpoint. They are not requested by the voter so there is little assurance they are the actual person voting. People move all the time and clean voter rolls are a known problem. Unsolicited mail in ballots are a big danger for unleashing ballots that can be used by other people, ballot harvesting schemes, returned to post office and/or forwarded to other locations. If the voter registration rolls are not clean this leaves a lot of false opportunities to harvest and steal ballots. Mail-in-ballots should not be confused with the process for absentee ballots, which are vetted on a request basis.
